As I understand that Mr. Caine, Colonial Secretary of Hong Kong, has applied for leave to retire from his office on a pension, I have the honor to request that you will submit my name by

to His Grace the Duke of Newcastle as an
Applicant for the appointment should it become
vacant.
My Father's services as
Governors of the
Falkland Islands are, I believe, not unknown
to His Grace, and I can refer
to
My Lord

Confidence
both there and at Hong Kong. During
his term of Office in the latter, I allayed all
those quarrels and misunderstandings which
rendered the colony
